PROJECT: CHILD PROTECTION PLUS (CPP) IN TBAUNG KMUM PROVINCE
FUNDED THROUGH PLAN INTERNATIONAL CAMBODIA
PERIOD: 1st July 2017 to 30th June 2020
The project was implemented across 12 communes in Dambae (7) and Ponhea Kraek (5) districts of Tboung Khmum province. It supported Child Clubs with 235 members (157 girls, 78 boys) and 17 youth advisors (10 female, 7 male), building their confidence and knowledge using the *Sticks and Stones* manual and child-sensitive reporting concepts.
As a result, Child Club members and advisors led child-friendly educational activities like Bell-Sound sessions, peer-to-peer education, and community awareness raising. They also actively participated in child protection forums such as VCBCPM, CCWC, WCCC, and the Child Advocacy Network (CAN).
From interviews with 143 child members (63 boys, 80 girls), 96% could identify protection risks and apply self-protection strategies. All 30 youth advisors (11 male, 19 female) demonstrated similar skills. Over 3 years, they conducted 75 awareness sessions on violence prevention, reaching 1,190 children and youth (230 girls, 260 boys, 461 young women, 239 young men).
The project promoted child participation in local governance by including 2 child representatives in CCWC and WCCC and building their advocacy skills.
In partnership with local authorities, the project strengthened Closed Groups (292 members: 158 women, 134 men) in all communes. Through training on positive parenting, anger management, and VAC (Violence Against Children), members developed annual workplans and conducted peer-to-peer sessions. During COVID-19 (Jan–May 2020), 304 parents (203 women, 101 men) received counselling. Among 160 trained parents, 99% reported practicing positive parenting and improved communication, contributing to reduced domestic violence.
The project also strengthened VCBCPMs (744 members: 248 women, 388 men, 60 boys, 48 girls), promoting cooperation with CCWC, police, social workers, and child clubs. This led to the resolution of 91% of 68 reported child abuse cases and 88% of 84 GBV/VAC cases by CCWC. Awareness campaigns during International Children’s Day and Women’s Day reached 427 community members (253 women, 113 men, 42 girls, 19 boys).
Finally, 92% of 156 VCBCPM members and 100% of 12 CCWCs reported improved capacity to identify, prevent, and refer violence cases, raise awareness, and coordinate responses effectively at the commune level.
